Filing a complaint will probably be a hassle but if these drivers are allowed to get away with it, it will just get worse and worse.
As far as directions go, it is my understanding that the cabbies in London are required to have an encyclopedic knowledge of the roads there. Even if you don't expect that level of service in other countries, with today's technology there is no good reason for there to be confusion over an address after two or three minutes into a cab ride.
